3D Scanning and Measurement App Scanat Selected as a “Technology Promoting Practical Application” by the Ministry of Land, Infrastructure, Transport and Tourism’s NETIS

What Are “Technology for Promoting Utilization”?

NETIS (New Technology Information System) is a database operated by the Ministry of Land, Infrastructure, Transport and Tourism to share and provide information on new technologies developed by private companies and other entities. Among the technologies registered in NETIS, those deemed particularly outstanding are classified as “Useful New Technologies,” which consist of “Recommended Technologies,” “Quasi-Recommended Technologies,” “Technologies for Which Evaluation Is Encouraged,” and “Technologies for Which Adoption Is Encouraged.”

"Technologies Promoting Utilization" are selected by the Ministry of Land, Infrastructure, Transport and Tourism to promote the use of outstanding technologies. Contractors who utilize these selected technologies in public works projects are eligible for bonus points in construction performance evaluations and are considered in the evaluation under the comprehensive evaluation and bidding system; as a result, their active use in public works projects is encouraged.

Benefits of Use in Public Works Projects (Bonus Points in Construction Performance Evaluations)

Contractors who utilize NETIS-registered technologies in public works projects are eligible for bonus points in the project performance evaluation conducted by the contracting authority.Scanat For technologies that have not undergone post-project evaluation, such as those described above, up to 3 points may be awarded based on the effectiveness of their use (3 points for “substantial effectiveness,” 2 points for “moderate effectiveness,” and 1 point for “effectiveness comparable to conventional technologies”). Furthermore, in the comprehensive evaluation bidding system, the use of new technologies is evaluated as part of the technical proposal, which helps enhance competitiveness during the bidding process.

Actual construction projects have confirmed that this contributes to improved construction efficiency, shorter project timelines, and greater cost-effectiveness.Currently, the app has been adopted by companies and organizations in all 47 prefectures across Japan, and in 2026, it received the “Startup Encouragement Award” at the “Reiwa 7 Infrastructure DX Awards” (formerly the i-Construction Awards).
